Second COST E21 Meeting - Impacts of forest management practices on ecosystem
carbon storage

Background
COST E21 "Contribution of Forests and Forestry to Mitigate Greenhouse
Effects" is an Action within the European Co-operation in Science and
Technology Programme. The objectives of COST E21 are to coordinate research, and
to exchange experience and knowledge regarding the quantification of carbon
storage in the forest ecosystems and on the understanding of linkages between
human activities and climate change, particularly the role of forests and
forestry. COST E21 integrates natural, socioeconomic as well as methodological
aspects relevant for reporting under the United Nations Framework Convention on
Climate Change and the Kyoto Protocol, as well as decision-making at the
European level in the context of carbon mitigation in forest ecosystems. It is
scheduled for a four year period (1999-2003). Please visit the Homepage of COST

The Second COST E21 Meeting will be held in Budapest, April 26-28, 2001. Part
of this meeting will be a one-day Workshop on "Impacts of forest management
practices on ecosystem carbon storage", Friday, April 27, 2000
The aim of this workshop is to review the state of knowledge regarding the
impacts of forest management practices on the sequestration and storage of
carbon. Management practices such as stand treatments, fertilization or drainage
have been a major research focus of several generations of forestry scientists.
With the great current interest in the potential of forest ecosystems to act as
carbon sinks it would be useful to revisit old experiments and to analyse
published results as well as unpublished data from a carbon perspective.
Contributions are invited to - review published results from the literature -
revisit and interprete experimental data - present new data from ongoing
research projects
The overall objective is to document the state of knowledge and to identify
research needs. The proceedings of this workshop shall be published in a
research report, which will be available on the COST E21 web page. Based on this
report it is planned to produce a joint review paper that will be submitted to
an international scientific journal.
This workshop is not restricted to participants of COST E21 and we would
welcome contributions from external experts. The COST Action E21 is able to
provide limited funds to support this workshop.

to hear from you as soon as possible (preferably this week, until January 20,
2001 the latest).

USDA Scientific Recruitment Initiative - Forester/Ecologist/Mathematical

The USDA Forest Service is conducting outreach and recruitment for candidates
who qualify for entry into a Ph.D. program. The selected candidate will be hired
through the Federal Government's Student Career Employment Program (SCEP) for a
position leading to a full-time research career with the Southern Forest
Inventory and Analysis Research Work Unit located in Knoxville at the University
of Tennessee (UT).
The Southern Research Station of the USDA Forest Service seeks candidates for
graduate studies in quantitative natural resource analysis. The Forest Service
supervisor, UT major professor, and selected applicant will develop a research
program to address statistical modeling issues relevant to the Forest Inventory
& Analysis's (FIA) annual forest inventory system. Redesign and
implementation of the annual forest inventory is a top priority of the agency.
The urgency of an annual forest survey stems from our need to address basic
forest sustainability issues. Annual surveys provide the baseline and monitoring
information fundamental to addressing many resource issues. Keys to the success
of the new inventory are the development of statistical models and estimators
that take advantage of the annual nature of the data. New estimators that
recognize the time series nature of the annual program will both improve the
precision of the estimates and our understanding of changes in the resource.
Qualifications required: Must be a United States citizen. Must possess either
an M.S. (preferred) or B.S. degree in Forestry, Natural Resources, Statistics,
Quantitative Ecology or related fields. Must meet University of Tennessee
requirements for admission to graduate school. The goal of the position is to
complete a Ph.D. program at the University of Tennessee prior to conversion to a
permanent position as a Research Forester, Research Ecologist, or Mathematical
Statistician with the Forest Service.
The student will be located at the University of Tennessee (UT). UT has
programs in Forestry, Wildlife and Fisheries, and Mathematical/Statistical
Ecology. The campus offers the unique opportunity to collaborate with other
resource agencies because the Tennessee Valley Authority, U.S. Geological
Survey, Department of Energy's Environmental Science Division, the National Park
Service, and University of Tennessee's Experiment Station and Extension Service
are all located on or close to campus.
Brief description of the community environment (including housing,
transportation, and recreational opportunities, ethnic breakdown): Knoxville is
located in eastern Tennessee and sits at the head of the Tennessee River
navigation channel. Three interstate highways converge in Knoxville, I-40, I-75,
and I-81. The average temperature for the year is 56 degrees with four distinct
seasons. The Knoxville area houses an abundance of technical expertise and
research skills and is ranked 15th in the nation according to the "Best
Places Almanac." There are more than 5,000 engineers, 2,400 scientists and
2,000 Ph.D.'s employed in the Knoxville/Oak Ridge area. There is no state
personal income tax on wages or salary. Health care, housing and other living
costs are well below the national average, and the crime rate is some 25% below
the national average for cities of similar size.
Qualifications: UT graduate school admission standards for persuing a Ph.D.
require a minimum GPA of 3.0 (4.0 scale) and a minimum GRE of 1100 for verbal +
quantitative or a 1650 composite (verbal + quantitative + analytical). For
admissions to M.S. program, a B.S. degree is required, with a minimum GPA of 2.7
or 3.0 (4.0 scale) during the senior year, and a minimum GRE of 1000 on verbal +
quantitative or a 1500 composite.

CLIMATICI A SCALA GLOBALE". Il Consiglio ha approvato la costituzione di
questo GdL e si tratta ora di dare inizio alle attivita'. Ti chiedo quindi di

Documento Propositivo del Gruppo di Lavoro: 'FORESTE E CAMBIAMENTI CLIMATICI
A SCALA GLOBALE'
La problematica
La rapida evoluzione tecnologica di questo ultimo secolo, ha prodotto
sensibili modificazioni ambientali le cui conseguenze non sono ancora oggi
completamente prevedibili. E' infatti difficile effettuare una precisa analisi
quantitativa dei probabili effetti di queste modificazioni sulle diverse
componenti dell'ambiente, quali l'idrosfera, la biosfera e l'atmosfera e sui
loro rapporti di scambio.
Gli studi e le osservazioni effettuate negli anni passati hanno sicuramente
contribuito a chiarire l'entita' e il tipo di perturbazioni provocate dalle
attivita' umane a livello planetario. Fra queste, possiamo ricordare
l'incremento della concentrazione di diversi gas atmosferici ed in particolare
di quelli con effetto serra (biossido di carbonio, metano, clorofluorocarburi),
la modificazione delle caratteristiche chimico-fisiche dell'idrosfera (piogge
acide, eutrofizzazione dei mari, regime delle acque), i massicci cambiamenti di
uso del suolo a causa di attivita' diverse (deforestazione, agricoltura
intensiva, cementificazione delle aree metropolitane).
Piu' complesso appare il problema dell'interazione di questi processi con il
sistema climatico. E' stato infatti confermato, anche attraverso lo studio del
ritiro dei ghiacciai, che in questo ultimo secolo vi e' stato un incremento
della temperatura media globale di circa 0.4-0.6 øC (Folland et al., 1990;
Oerlemans, 1994). Questo innalzamento termico e' principalmente da imputare ad
una minore dissipazione notturna del calore immagazzinato durante il giorno, con
conseguente incremento dei valori di temperatura notturna (Karl et al., 1993).
Il riscaldamento osservato sembra essere in accordo con quanto previsto dai
modelli di simulazione, in risposta all'aumento di concentrazione di gas serra,
e cioe' un maggiore incremento di temperatura nelle regioni polari ed in
particolare nel periodo invernale (Houghton et al., 1990; Wetherald, 1991). Piu'
incerta e complessa e' l'interpretazione degli eventi estremi, sia caldi che
freddi, che sono occorsi con maggior frequenza in questi ultimi anni (Kerr,
1995; Katz & Brown, 1992).
Al centro di queste modificazioni si trovano molto spesso le foreste, sia in
quanto soggette direttamente dell'attivita' umana (taglio, incendio) sia in
quanto indirettamente coinvolte dagli effetti di altre attivita' (inquinamento,
effetto serra). Le foreste, inoltre, estese su tutto il pianeta e caratterizzate
da una elevata attivita' di scambio di materia e di energia con l'atmosfera,
partecipano in modo attivo alla regolazione del clima planetario. La loro
alterazione, fino alla definitiva distruzione, puo avere quindi un significativo
effetto negativo sulla stabilita' climatica e ambientale del pianeta.
Allo scopo di valutare i probabili effetti di queste modificazioni sul clima
planetario ed il loro relativo impatto sulla vita del pianeta, l'organizzazione
meteorologica mondiale (WMO) ed il programma ambiente delle Nazioni Unite (UNEP)
costituirono nel 1988 una commissione internazionale per lo studio dei
cambiamenti climatici (IPCC). Questa commissione aveva lo scopo di valutare le
informazioni scientifiche relative ai diversi aspetti dei cambiamenti climatici,
di valutare l'impatto socio-economico di questi cambiamenti e di formulare delle
idonee strategie di risposta. Nel 1990 questa commissione ha prodotto un primo
rapporto (Houghton et al., 1990) che e' stato al centro dell'attenzione dei
lavori della 45esima Assemblea Generale delle Nazioni Unite del dicembre 1990.
In quella seduta fu adottata una risoluzione che stabiliva di dar vita a un
comitato ad hoc per la realizzazione di una convenzione quadro sui cambiamenti
climatici (INC/FCCC). Questa convenzione fu realizzata e portata alla firma di
155 Stati (tra cui l'Italia) nel Giugno 1992 alla conferenza sull'Ambiente e lo
Sviluppo di Rio de Janeiro. La Convenzione e' entrata in vigore il 21 marzo
1994, attualmente e' stata firmata da 170 Paesi. La sesta Conferenza delle Parti
si terra' nei prossimi giorni nei Paesi Bassi, dove importanti decisioni
verranno prese in merito alle strategie di riduzione di gas serra, sulla base di
un protocollo d'intesa redatto a Kyoto nel 1997.
Se da un lato l'attivita' di ricerca scientifica si e' sviluppata gia a
partire dagli anni '80, negli ultimi anni e' andata crescendo l'esigenza di
integrare i risultati ottenuti per produrre scenari credibili su cui basare
ipotesi di interventi di mitigazione. A livello internazionale, diverse
strutture di coordinamento sono nate nell'ambito del programma "ambiente"
delle nazioni unite e sono oggi ampiamente sviluppate e articolate (UNEP-IGBP-GCTE).
A livello europeo, importante e' stato l'impegno finanziario a sostegno
dell'attivita' di ricerca in questo settore gia' nel IV framework e ancor piu'
nel V. Diversi sono in Italia i ricercatori che, grazie a questi programmi di
ricerca finanziati dalla Comunita' Europea, hanno potuto contribuire con
ricerche originali al tema. Ma, ancora molto poco si e' fatto nel nostro Paese
dal lato del coordinamento scientifico.
Si ritiene pertanto importante creare un Gruppo di Lavoro multidisciplinare
nell'ambito della S.I.S.E.F., che favorisca lo scambio di informazioni fra i
ricercatori del settore determinando ulteriori occasioni di conoscenza e studio
delle nostre foreste.
Obiettivi del G.d.L. e modalita' operative
Nell'ambito degli scopi e delle attivita' previste all'art. 2 dello Statuto
della Societa', gli obiettivi e le attivita' del G.d.L. proposto saranno:
- favorire la conoscenza delle attivita' di studio realizzate da ricercatori
italiani sul tema; - favorire lo scambio e la discussione dei risultati ottenuti
dall'attivita' di ricerca condotta in ecosistemi forestali italiani, per le
diverse aree tematiche; - favorire la definizione di scenari sempre piu'
credibili dell'impatto dei cambiamenti climatici sulle foreste italiane; -
favorire la definizione di criteri di gestione degli ecosistemi forestali
indirizzati al miglioramento del ruolo di mitigazione; - collaborare
all'attivita' degli altri G.d.L. gia' costituiti nel senso di sviluppare
attivita' in sinergia per le aree tematiche parzialmente comuni; - promuovere
iniziative con finalita' divulgative sul tema, basate sui risultati della
ricerca scientifica.
Le modalita' operative verranno di volta in volta definite dal G.d.L. nel
pieno rispetto delle norme e dello Statuto.
Aree tematiche del G.d.L.
- impatto dei cambiamenti climatici (CO2, radiazione UV, Temperatura,
Precipitazioni) sulle foreste e processi ecologici e fisiologici di
acclimatazione; - ruolo delle foreste nel ciclo dei gas serra (CO2, vapore
acqueo, composti organici volatili, metano); - modelli matematici per l'analisi
ecologica ed ecofisiologica, sensibili agli scenari ambientali futuri; -
selvicoltura adattativa e gestione degli ecosistemi forestali con finalita' di
mitigazione.
Ulteriori aree tematiche potranno essere definite dal G.d.L. successivamente,
previo assenso del Consiglio.

Aims
Improvement of forest inventory/monitoring is needed to cope with the
required assessment and understanding of ecosystem attributes on a global
environmental and georeferenced scale. Properly targeted application
improvements however must be primarily focused on technical advancements in a
broad sense. Changes in land cover and in other ecosystem features have a direct
impact on the social expectations concerning forests, especially for its links
with nature conservation, global climatic changes and recreation activities. On
one hand, the increasing concern of people, researchers and public
administration for the values of such environments has enhanced the need for
reliable and standardised information on forest attributes: statistics,
georeferenced data-bases, thematic cartography, etc. On the other hand,
inventories are often not fully exploited for actual forest planning and
control. This is distinctively true for the issues related to sustainable forest
management. Within such a framework, fostering sound forest inventory and
monitoring initiatives and extension encourages the technical and organisational
development of the whole forestry sector. An increasing impact on forest
inventory and monitoring is also expected by the international directives posing
the problem of assessing habitat and ecosystem changes with respect to
biodiversity conservation and forest externalities.
The Conference is conceived to give participants hands-on workshop exchanges
and experiences about inventory/monitoring problems and potential. Special (but
not exclusive) reference will be made to Mediterranen forest and other wooded
ecosystems, and techniques like remote sensing and spatial analysis in GIS
environment. In Mediterranean countries, reliable and internationally comparable
information on forest health and protection, wildfires and biodiversity largely
missing or unsatisfactory. This state is in contrast with the
wood-production-oriented information characteristically provided by current
forest inventory and monitoring procedures.
In light of all the highlighted issues, the major objectives of this
Conference will be:
- review the state-of-the-art of forest inventory data and methodology, with
special reference to Mediterranean ecosystems, remote sensing and spatial
analysis; - review inventory/monitoring techniques relevant to high forest
landscape heterogeneity and forthcoming technologies; - review mensuration and
information technology advances for distinctive issues such as monitoring
wildfires, biomass estimation in coppices and dwarf maquis stands, grazing
pressure on forests; - discuss the possible connecting role of landscape ecology
and the inventory implementation of habitat classification approaches in the
view of biodiversity assessment; - facilitate cooperation between Mediterranean
countries, enhancing externalities perspective development as the greater
contribution to natural and seminatural areas management in such environments; -
produce summary of discussions and conclusions to be included in the Conference
proceedings.

Austral University of Chile (Universidad Austral de Chile) invites to an
International Symposium on Carbon Sequestration Measurement and Monitoring in
Forest Ecosystems, on October 19th and 20th, 2001, in Valdivia, CHILE.
This international event is specially intended for forest rearchers,
scientists, proyect drivers, professionals involved to environmental policy
development, and forest professionals interest in the topics related to
measurement and monitoring of carbon sequestration in latin-american forest
ecosystems and agriculture-forest ecosystems
Main symposium objectives are: - Assessing the current methodologies of
carbon sequestration on latin-american forest and agro-forest ecosystems, -
Proposing new methodologies to make the measurements more confident and more
efficient, - Setting priorities on research and standardization on carbon
monitoring, - Making links among latin-american researchers and professionals,
as a base for a growing net of scientifical-technical cooperation.

Corso di Aggiornamento " Bonifica dei siti inquinati e degradati "
Roma, 26 - 30 marzo 2001
Le lezioni si terranno da Lunedi' a Venerdi', dalle 15.00 alle 19.00. Durata
del corso: 20 ore (piu' una eventuale giornata di visita ad un sito). Sara'
rilasciato un attestato di partecipazione al corso.
Programma:
Aspetti normativi e procedurali Legge 426/98 (bonifica dei siti di interesse
nazionale). Decreto Legislativo 22/97 e relativo regolamento attuativo in tema
di messa in sicurezza , bonifica e ripristino ambientale dei siti inquinati. Il
Programma di bonifica dei siti inquinati di interesse nazionale.
Caratterizzazione del sito Rilievi geologici applicati alla conoscenza dei siti
degradati. Natura e comportamento degli inquinanti nel suolo: metodologie di
indagine e obiettivi. Studio idrogeologico del sito: monitoraggio delle acque,
uso di traccianti, chimismo, modelli di flusso e trasporto di inquinanti.
Analisi di rischio Criteri dell'analisi di rischio. Metodologie di analisi.
Tecniche e metodi di intervento Il recupero delle aree industriali dismesse:
messa in sicurezza, delocalizzazione e incompatibilita' ambientale.
Disinquinamento di suoli in aree industriali dismesse; livelli di intervento in
funzione della destinazione d'uso. Disinquinamento di falde idriche. Recupero di
aree estrattive dismesse. Il caso dell'amianto. Recupero vegetale e ingegneria
naturalistica. Riutilizzo funzionale delle aree: produttivo, agricolo-forestale,
turistico-ricreativo, ecc. Casi di studio Visita tecnica (opzionale).

Silviculture Technical Sessions
SESSION I. Coping with Catastrophe: Silvicultural Triage in the Aftermath of
Natural Disasters
This session will focus on logistics of forest management in the wake of
natural disasters. Papers illustrating management of forested landscapes
following catastrophic disturbances will be given priority, as will papers
addressing silvicultural considerations for salvage and restoration of damaged
landscapes.
SESSION II. Creating Resilient Forests: Silviculture and the Taming of the
CAT (Catastrophic Disturbances)
This session will showcase proactive silviculture toward increasing tree and
forest attributes that counter or minimize the effects of catastrophic
disturbance. Papers providing examples of innovative silvicultural treatments,
especially those integrating disturbance behavior and scale with treatment
design, will be given priority.
Papers from these two technical sessions will be collectively published as a
Forest Service General Technical Report.
We especially solicit papers relating to the following disturbance events:
Eruption of Mt. St. Helens Hurricane Hugo (or other hurricanes in the
southeastern US / Caribbean) Forest fires (western, southeastern, northeastern)
Insect outbreaks (defoliators, bark beetles) in temperate and boreal forests
Pacific coast and Rocky Mountain windstorms The upper Midwest windstorm of 1999
(Boundary Waters) Northeastern ice storms
Limited expense / travel funds are available. Please indicate if you are
interested in applying for funding.

An international IUFRO conference - Thinning : a valuable forest management
tool

From September 9th to the 14th, 2001, foresters, loggers, equipment
suppliers, researchers, and industry and government representatives from around
the world will meet in Quebec City to discuss forest thinnings during a
conference organized and sponsored jointly by the following organizations:

03.09.00, "Harvesting and Economics of Thinnings" * FERIC (the Forest
Engineering Research Institute of Canada) * the Canadian Forest Service of
Natural Resources Canada * Quebec's Ministry of Natural Resources * the Mauricie
Region, Forestry Capital of Canada for 2001
Come hear world-renowned specialists discuss the most recent developments in
the field of thinning. The sessions will be followed by a 3-day field trip that
will include visits to thinned stands, equipment demonstrations, and
presentations on regional forestry. The field trip will cover the magnificent
forests of the Mauricie region, Lac Saint-Jean, and the Laurentian Wildlife
Reserve. Visits will cover stands that have undergone various modes of
intervention (partial cutting) in a variety of ecosystems ranging from
mixedwoods with tolerant hardwoods to higher-elevation coniferous stands.

Ph.D. student opportunity: Stable Isotopes - Climate Change

We seek a Ph.D. student to develop a new method to analyse stable isotopes in
tree rings. The project is a collaboration between Organic Chemistry, Umea
University, Sweden; Forest Ecology, Swedish University of Agricultural Sciences,
Umea; and Climate & Environmental Physics, University of Bern,
Switzerland. The student will be based at Organic Chemistry, but will also spend
time in the other groups. The aim of the Ph.D. is to study the interaction
between the atmospheric CO2 concentration and tree physiology. To this end, we
will study trees' response to past CO2 increase, by studying stable isotopes in
a 300-year tree ring chronology. The Ph.D. student will develop new methods to
analyse stable isotopes in tree rings. The work will include Organic Chemistry
lab work, NMR spectroscopy, mass spectroscopy, and work with tree rings.
We seek a chemist/biochemist for this position, candidates with other
backgrounds may also be considered.

Letter - Poplar genome sequencing

Fellow arborphiles,
At the recent Plant/Animal Genome meeting the evening session of the Forest
Tree Genome Workshop convened to discuss the possibility of having a forest tree
genome completely sequenced in the near future. This came up as a result of a
meeting in December 2000 at the Cold Spring Harbor Lab's Banbury Center.
Several of us are hoping to garner political support in the U.S. for an
international initiative to sequence the poplar genome, as the first of many
tree genomes to be done. In order to do this we will need the (hopefully
unanimous) support of the forest tree genetics community, ESPECIALLY from those
who do not themselves work on poplar (but who would of course benefit indirectly
-- as would all tree biologists).

L'uomo si e' sempre avvalso delle piante medicinali come fonte di principi
attivi per curare le malattie. Il potere antisettico degli olii essenziali era
ben conosciuto nell'antichita' e l'attivita' delle essenze aromatiche sui
tessuti spiega anche il loro impiego come imbalsamanti e mummificanti
nell'antico Egitto. Le resine e gli olii essenziali sono miscele complesse di
terpenoidi e la combinazione di costituenti terpenici, controllata geneticamente,
determina le modalita' d'azione di questi prodotti ed i molteplici ruoli che
svolgono in natura. Inoltre, i terpeni volatili che sono liberati nell'atmosfera
possono interagire con composti antropogenici e contribuire a modificare la
qualita' dell'aria. In questa giornata di studio, sara' illustrato il
significato chemotassonomico dei terpeni ed il ruolo delle miscele terpeniche
delle resine nei meccanismi di difesa chimica della pianta contro gli attacchi
di insetti e funghi, oltre che nelle relazioni pianta-ambiente. Sara' presentata
una rassegna degli usi industriali e delle potenzialita' di impiego commerciale
di olii essenziali e resine naturali, nonch‚ sulle applicazioni farmaceutiche
delle sostanze terpeniche.
